SELECTMEN’S MEETING
September 5, 2019

Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury, Bob Publicover, Michael Sheahan. Also present: Marti Brill, Peter Collier, CEO Frank Tracy, Assistant Barbara Grindle.

Moved, seconded and voted 3-0 to accept the amended minutes of the last meeting as written.

Reviewed and signed the treasurer’s warrant for $61,575.26; roads $6,768.83, town office $200, fire protection $2,013.72, clearing: M/V $2,469, IF $512.50, An welfare $13, sludge $330, fees $213, administration: salaries $7,733.36, taxes $743.81, misc $334.23, education $40,221.06.

CEO REPORT: Sending two applicants to the Planning Board, inspected a property on Reach Road that needed some septic changes, mailed requested freedom of information.

DISCUSSION ITEMS: Animal Control Job Description: The town doesn’t have a job description or an ordinance so state regulations apply. Researching the state regulations for further discussion. Also discussion on streamlining the job and the work to make it more efficient. Allen will be on vacation
from Sept. 6-15. Will keep on agenda for next week.
Harding Land Repair Update: Sheahan visited the road this morning and talked with one of the landowners. Looks good. Will not be fully completed until Emera removes the tree and DOT does the highway work in October. Landowners will purchase additional culvert to expand their driveway access.
Homestead Exemption: State regulations will be changing, therefore the assessing agent and tax collector will be monitoring changes in the exemptions.
Plowing: Discussion on what methods can be used for the new year starting in 2020-2021. Selectmen have copies of last contract to review and will discuss more next week.
Sheahan contacted S.J. Rollins regarding TRIO changes. They will check with TRIO and get back with information.

ACTION ITEMS: Signed an abatement form for a taxpayer.
Checking insurance from MMA – anyone using the Town House should have their own insurance. Unless a town-sponsored event, MMA will not pay claims.

ASSISTANT REPORT: Tree growth report done. Will be sending soon.

ADJOURN: There being no further business, moved, seconded and voted 3-0 to adjourn the meeting at 8:00 p.m.
