SELECTMEN’S MEETING
July 18, 2019

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Bob Publicover, Michael Sheahan. Also present: Leslie Schneider, Kathy Kling, John Fearey, Pat Egan, Clerk/treasurer Cindy Reilly, CEO/LPI Frank Tracy, Assistant Barbara Grindle.

Read and approved the minutes of the June 27 and July 11 meetings as written.

Reviewed and signed the treasurer’s warrant for $4,524.33; state share-vital records 40.40, paving $1,692.60, sludge $120, m/v overpay $45.22, m/v excise (Brooklin) $85.48, m/v clearing $1,667.25, fees $120, administration $103, Emera: town house $15.53, town office $86.63, streetlights $194.22, fire protection $127.07, fire protection $226.75.

CEO REPORT: Busy with inspections, paperwork and a new driveway application. Will not be in next Thursday the 25th because of a training session, will be in Friday the 26th instead.

DISCUSSION ITEMS: Egan, Kling, and Fearey discussed the Harding Lane erosion with the selectmen. They have talked with DOT representatives and DOT is going to work on the Reach Road culverts and drainage in October, the town will work on culverts, clearing and drainage on the Lane as soon as possible.
TRIO conversation: We are in the line for discussions.
Tax Season: Assessing agent will be in on July 31. Tax bills will be started on Aug. 2.
Walker Pond swimming area: Error in 6/27 minutes-the floats were not in until later. Are in now and being used. Do need to secure all four corners of them so they can’t be tipped over.
Donation accepted from a taxpayer for animal control and fire department. Donations from people can be accepted by the town for specific departments or projects.
Schneider suggested that the selectmen draft a policy for installation locations of streetlights. Investigation shows that there are some in unneeded locations (in a swamp), some located halfway up a side road, some located on intersections that are not working, or only working some of the time. Emera will be installing LED lights as part of their maintenance and now is the time to update and make sure that we have lights only where they are needed. Private lights are not considered in this update as the town does not pay for them. Thank you, Leslie Schneider and David Anderson for finding and recording each and every streetlight in town!
