Minutes
Open the meeting and establish a quorum: S. Ford; B. Duffy; D. Carter present. Also in attendance: D. Ford and L. Dow. From the public: J. Franklin; N. Moses; K. Stark; B. Sherwell and G. Pudich (HCPC)
Motion and 2nd to accept the minutes of the last meeting as written. 3-0 approved.
CEO REPORT:
Been very busy on various projects. Been in contact with a management company regarding 619 Reach Road and whether there had been any code violations. The only thing Duane suggested was that the septic system may not be functioning and that the property had been abandoned for quite some time and a professional inspection of the septic should be done. Lots of communication with Emilie Feliberti (spelling) from DEP regarding shoreline properties. She has requested photos and due to the snow and ice, Duane will need to wait for warmer weather to meet this request. Guest house built on the Dillon property. Spoke to a forester regarding a permit request for fallen trees.
DISCUSSION and/or ACTION ITEMS:
- Housing Forum committee representative: Pudich from Hancock County Planning Commission gave a brief discussion of the peninsula wide house projects that are in the talking phases right now. Would like the Town of Sedgwick to suggest a rep for the town to attend meetings and keep involved with the projects as they progress. At this time, there are no particular projects in mind, rather a gathering of need phase. The board will discuss and will consider a recommendation.
- Town Road Commissioner job description etc.: The board discussed how they felt it was difficult to put a cap on the job as it is right now. The current RC has never taken a salary for the title of Road Commissioner but rather was paid for the work he did. Since it is unknown what role the upcoming RC will take in doing groundwork and/or providing equipment the board feels that the state rate plus 2.50 per hour should remain until they get a better handle on how it will be operated going forward. The board discussed notes pertaining to responsibilities and expectations.
- Deputy Clerk /Tax Collector job description etc.: Lyndsey took the template from the previous job description and posted it online. Also put bot job ads in the paper to run for a month. The board asked her to edit the current version to specify that there are little to no benefits available for part time employee and that there is a strict probationary period during which at any point either party can terminate and only after review of a successful probation would a permanent position be offered. The board discussed briefly the hours and compensation – subject to experience up to $25 per hour.
- Executive Session regarding abatements: 1 M.R.S Section 405(6)(C)- Real Property. Entered Executive session at 6:26pm. Exited 6:32pm. When back in open meeting motion and 2nd and assigned docket number 2026-1A hardship abatement to forgive the remaining balance of 2021-2025 taxes totaling $4708.47. 2-0-1 approved. D. Carter recused himself from discussion.
