TOWN OF SEDGWICK

PLANNING BOARD MEETING

December 14, 2010

  

Planning board members present:  Chairman Palmer Little, Secretary Sylvia Wardwell, Michael Rossney, John Allen, David Webb, Alternate Jim Wood.

 

Also present:  CEO Duane Ford,  Selectmen Nelson Grindal, Victor Smith, Selectmen’s Assistant Barbara Grindle, Centerline Communications Representative Andrew Thompson, Gordon Gianninato and Appeals Board chairman Fred Marston.

 

Map 2, Lot 10 – Mr. Thompson presented maps, papers and an application for a cell tower on the property of Mr. Gianninato.  He also presented a copy of the lease between the company and Mr. Gianninato.   The cell tower will be 195 ft high or less, will have a 100 ft by 100 ft fenced area for leasee’s equipment.  There will be no lights required on the tower at this height.  The lights are required on towers 200 ft high and higher.  The Board did a walk around a year ago, and notices were sent to the abutters at that time.  If the application is accepted for review, the abutters will be notified and there will be a public hearing.  After questions by the Board and Selectmen, the application was approved for review.  The public hearing will be held on the next Board meeting, January 11, 2011.  In the interim, the company will do a balloon height test at the heights of 150 and 195 feet.  These tests will be publicized in the local papers so that residents can view them, getting an idea of how high they will be.  The tower itself is a monopole of galvanized steel, gray in color to blend in with the sky.  Any emergency services owned by the town will be allowed to apply for presence on the tower, and if the Planning Board makes it a condition of the permit, they can get these services for free. 

 

CEO Duane Ford and Planning Board chairman Palmer Little joined the newly formed wind power ordinance committee at their meeting on Dec. 11.  The committee is trying to get an ordinance drafted for Town Meeting in March.

 

Chairman Little also reviewed the proposed fee schedule and will make a warrant article for the selectmen to review and put into the Town Meeting warrants.

 

Chairman Little then called for an executive meeting to discuss a legal matter regarding the 4 Winds/Patten case.  Selectmen Grindal and Smith, Appeals Board Chairman Marston, and Assistant Grindle were asked to attend the meeting.

 

The Planning Board meeting was adjourned at 8:45 pm.
